Abstract (croatian) | U radu se na temelju poredbenog prikaza tradicionalnih i suvremenih funkcija i zadataka narodne knjižnice razmatra problematika stanja, sastava, izgradnje i razvoja knjikničnih fondova ovih knjiznica. Na suprotnostima tradicionalističke koncepcije knjižnice kao čuvara nacionalnog identiteta i kulture te suvremenih shvacanja i opredjeljenja za sveopćom dostupnošću i otvorenošću knjižnica, izraženom npr. u Londonskoj deklaraciji iz 1982. i programima IFLA-e, ukazuje se na različite pristupe izgradnje knjižničnih fondova narodnih knjižnica. U prikazu stanja analiziraju se tradicionalne prepreke: društveni položaj narodnih knjižnica, njihovo zakonsko i statusno određenje, općeniti odnosi u okruženju, odnos narodnih knjižnica prema školskim knjižnicama i izdavačima, programi namjenskog financiranja nabave i sl., kao i novonastali problemi: rat i ratna razaranja, knjižnični fondovi i demokratske promjene u Republici Hrvatskoj (deideologizacija fondova), izdavačka kriza i dr. Na kraju rada ukazuje se na potrebu obnove, preobrazbe i izgradnje fondova narodnih knjižnica u skladu s novim funkcijama i zadacima knjižnica kao javnih središta za opće obrazovanje (open public learning centre) te suvremenim zahtjevima korisnika, i to kako u pogledu sadržajne strukture, vrste građe i sl., tako i u odnosu na specifične potrebe pojedinih (specijalnih) tipova korisnika: djece, hendikepiranih, starijih osoba, korisnika u bolnicama, domovima, zatvorima i sličnim ustanovama, pripadnicima nacionalnih manjina i dr. Rad se temelji na slavonsko-baranjskim iskustvima. |
Abstract (english) | Comparing the traditional and modern functions and duties of the public library, the present conditions, structure and development of the library collections in public libraries are discussed. Based on the contrary approaches to the public library as the traditional keepers of the national identity and culture and the modern understanding of their role as open libraries, securing a possibly broad availability of publications, as stated in the London declaration of 1982 and in the IFLA programmes, the different approaches to building of the public libraries' collections are pointed out. To give a description of the present conditions, the traditional barriers are analysed: the public libraries' status and position in the society, legal statement, relationship between the public libraries and school libraries, relationship between the publishers and public libraries and the financing of the public libraries. In addition, the new problems are also analysed: the consequences of the war and the war damages, the library materials relating to the democratic changes in the Republic Croatia, the publishing crisis etc. At the end of the article a need for the a collections' renewal, changes in the collection policies in the public libraries are discussed. These changes should be made according to the new functions and assignments of the public libraries as "open public learning centres", corresponding to the modern requests of users as well in the matter of different subjects and kinds of materials and according to the needs of special users: children, handicapped persons, older people, users in hospitals and prisons and the members of national minorities.
